light: add Installer Configurator offload package 
- Add Ultrahand/Configurator package.ini, exit_package.ini, boot_package.ini, and warning.txt under variants/light/switch/.packages/.offload/.

- Refresh staging/bootloader/payloads/OmniNX-Installer.bin (aligns with preserve.ini support in the installer payload).

chore: update bundled apps and UltraHand i18n 
Refresh ovlmenu.ovl (light), Cyberfoil cyberfoil.nro, remove duplicate
OC ovlmenu overlay, expand language strings, add notification sound/assets,
drop NOTIFICATIONS flag per new layout.

config(hekate): point anonymous ipl slots at update.bin 
Align light, staging, and all RAM Patcher hekate_ipl.ini empty [] entries
with bootloader/update.bin (extras in staging for more placeholder rows).

refactor(RebootNX): dynamic Hekate payload entries from glob 
Replace hardcoded per-payload sections with file_source on
bootloader/payloads/*.bin; filter hekate/fusee so new .bin payloads
appear automatically.

fix(Package Manager): exclude ovlmenu and Package Manager from toggle lists 
- Move filter directives inside on: block (required for toggle mode)
- Use sdmc: path format for filter to match file_source output
- Exclude ovlmenu.ovl from overlay list (Tesla menu must stay active)
- Exclude Package Manager and .offload from package list
