chore(RAM Patcher): sync with light bootloader ...

- Update update.bin from light bootloader in all variants
- Set bootwait=3 (from 4) in all hekate_ipl.ini
- Replace Tegra_Explorer with APL (AllgemeinerProblemLoeser) in IPL entries
- Update footer comments to OmniNX
